Database/Website Manager (Full Time)

1.  Introduction
The Completion Phase of the project ‘Strengthening of Environmental Administration and Management at the Local Level in Nepal' (SEAM-Nepal) in Eastern Nepal co-financed by the Finnish Government has been implemented since 2012 and will continue till the end of 2014 focusing on supporting six districts in Eastern Development Region and Nepal Government through a policy level component in Kathmandu in the field of environmental management. The overall objective is to improve environmental health of the beneficiaries by reducing pollution of environment in the project area.
One of the main objectives of the Completion Phase is to hand over the SEAM Nepal outputs to the local authorities. The project will be closed at the end of the year 2014 and in line with that, there is a special focus on sustainability. One of the main measures the project will carry out in order to create sustainability is establishing a web portal including environmental databases as well as meta-database. The overall ownership of the web portal will be handed over to the environmental administration of Nepal and to Environmental Service Center, a public-private partnership company initiated by the project and to be established soon. All the previous and upcoming materials of SEAM-Nepal will be transferred to the portal.
An environmental laboratory ‘SEAM-N-MMA environmental laboratory’ established with the mutual effort of SEAM Nepal and MMA (Morang Merchant Association) is being considered to be established as an independent consulting firm which will be named as ‘Environmental Service Center (ENSC)’. The ENSC shall be registered as prescribed under the Company Act of Nepal pursuant to the provision of ‘non-profit sharing company.’ The work towards materializing it is underway.

Job responsibilities

  • Establish and update database on ambient environmental quality
  • Establish and update database on discharges and emissions from industries, noise and occupational health and safety.
  • Develop and update database on environmental management of administration. Updating the database
  • Update environmental portal (website) prepared by SEAM Nepal project, especially the parts of Environmental Service Centre and State of environment until 2014 and then take full responsibility of the technical operation and update of the portal after phasing out of SEAM Nepal. 
  • Take responsibility of the main technical administrator for the website.
  • Participate in analysis of research data, writing reports (environmental research), developing proposals and making layouts.

Required Qualifications and Skills

  • Bachelor’s degree in Computer Engineering, Computer Science, Information Management, Information technology or other related fields.
  • Candidates with a Master’s degree in Environment Science and demonstrated experience in database and/or website management and working extensively with environmental research data may also be considered.
  • At least one year of work experience in the related field.
  • Extensive experience in designing and/or management of databases and administering websites would be an extra asset.
  • Experience of research on environmental sciences are assets.
  • Experience with environmental database is an asset.
  • Excellent report writing skills.
  • Good knowledge of statistical tools for analysis of scientific researches.
  • Good presentation and communication skills.
  • Ability to work independently with minimal direction.
  • Good team player as well as ability to guide small groups.
