Terms of Reference

Environmental Officer (EO) of DDC

Duration:            12Months. The extension of the duration shall be subject to DDC's requirements.

  • At least Bachelor’s Degree in Environmental Science, Environmental Management or Environmental Engineering;
  •  Experience in environmental planning and management or environmental monitoring;
  • At least 3 years of working experience in related field;
  • Fluency in written and spoken English
  • Professional training in environmental assessment or management would be an asset;

Reporting To: Mainly the Local Development Officer, Dhankuta DDC
(Also the Senior Environment Expert of SEAM Nepal in coordinating programs between DDC and SEAM Nepal)

Tasks and duties: The Environmental Officer (EO) at DDC will mainly be responsible for the tasks listed hereunder. 

  • To work under the management of DDC administration and shall act as head of Environmental Section of DDC.  
  • To be responsible for the planning and implementation of environmental programs of DDC.
  • To be responsible for developing the work plan, progress reports and memos dealing with the day to day work of DDC environmental administration.  
  • To be responsible for developing and implementing awareness and training programs concerning environmental planning and management.
  • To be responsible for review and assessment of the reports and documents referred at DDC – environmental section,  and preparing the plan of actions and implementation strategies for DDC
  • To be responsible for planning and proposing action strategies for the implementation of environmental powers as prescribed under Rule 16 to 20 of Environment Protection Rules, 1997.
  • To be responsible for preparing statements and proposals regarding issuance of PCC (Pollution Control Certificate)  as well as complaint handling and presenting it to the ESC (Environmental Sub-Committee) of DDC for comment and thereafter submit to the DDC for decision. 
  • To coordinate with concerned government agencies, local and regional, before and during the preparation of statements and proposals concerning PCC, complaint handling and other pertinent issues. 
  • To coordinate with Model VDC and Thematic VDCs in the district for planning and implementation of the SEAM Nepal programs.
  • EO shall maintain cooperation with:
    • Members of Environment Sub-Committee
    • Communities in DDC
    • Health Institutions
    • Local and Regional Authorities
    • NGOs, INGOs, Projects etc. working in environment sectors.
