Vacancy Announcement – IEM/SWM Expert

Strengthening of Environmental Administration and Management at the Local Level (SEAM-Nepal) is a bi-lateral project implemented in joint cooperation of Government of Nepal and Government of Finland. The overall objective of the Project is to improve environmental health of the beneficiaries by reducing pollution of the environment in the project area. The project purpose is that good governance in environmental planning, pollution prevention, mitigation and monitoring is embedded in the local administration of the project area and supported by national policies and guidelines. The project area includes 6 districts of the eastern development region, and the head office is located in Dharan. The Project has also offices in Ilam and in Kathmandu.
Project is now seeking for a qualified candidate for the position of IEM/SWM Expert. The position will be based in Dharan office including frequent field visits to the Project Districts. The position is for one year with possibility of extension.

Main Responsibilities:

  • Work under supervision and in close coordination with the Senior Environment Expert of SEAM Nepal (Head of component 1) and in case of Ilam & Panchthar DDCs, IEM/SWM Expert needs to work under the supervision of District Environment Advisor. The work involves field visits in different project area especially in municipalities and urban VDCs.
  • Guide, advise and provide assistance in the management and implementation of the activities related to Integrated Environment Management.
  • Assist in the transfer of technology in setting up for promotion and implementation of integrated environment and solid waste management system in project area.
  • Assist in the transfer of knowledge (national & international) on integrated environment & solid waste management system as well as practices in local beneficiaries through training and workshop.
  • Conduct feasibility study and assessment of landfill site in close cooperation with concerned stakeholders (DDC/Municipalities).
  • Provide technical assistance to DDCs/Municipalities/VDCs in developing plans and strategies for integrated environment and solid waste management in terms of the best available technologies (BAT).  
  • Provide technical assistance to medical institutions in developing plans and strategies for biomedical waste management in terms of best available technologies (BAT).
  • Provide technical assistance to beneficiaries in solid waste management activities in terms of poverty alleviation (economical development) through entrepreneurship & cooperative development.
  • Prepare educational and training materials on integrated environment/solid waste management (books, publications, videos etc.) for schools and trainings in cooperation with SEAM-Nepal team.
  • Any other tasks as given by the Project Management

Required Qualifications and Experience:

  • Master's Degree in Environment Management, Environmental Science, Engineering, Natural sciences related to environment and at least five years' work experience in fields related to IEM/SWM (preferably in urban area).
  • Professional training and experience in integrated environment and solid waste management.
  • Professional work experience or hardware knowledge on landfill site assessment and selection would be an asset;
  • Work experience of working in multi-sector organization related to IEM/SWM would be an added advantage.
  • Sound knowledge of BAT and other international techniques on IEM/SWM.
  • Professional experience on training cycle such as Training Need Assessment, organization and facilitation of training related to environment.
  • Knowledge on poverty alleviation through entrepreneurship and cooperative development in terms of solid waste management.   
  • Good knowledge of Nepalese administration and environmental legislation
  • Excellent computer and English language (both written and spoken) skills.
